Those figures are measured, not rated. Each one is computed from the jobs that actually ran through the network: the dates on the work, the results the lab recorded, the time it took to answer. A lab is described by its own record here, and nothing else, which is also why a lab can check any figure against its own books.
A lab does not have to run Standard to take the work. Accept a bid through Metrologistics and the job runs inside a scoped access portal: one work order, nothing else, no customer information. A designated quality rep has to complete and submit it before it goes anywhere. The customer gets a Metrologistics calibration certificate, delivered back through the same place they made the request.
